New returnable beverage containers as of March 1, 2025
To all producers whose products will be newly registered on March 1 , 2025

The Quebec government postponed the deposit-refund targeting two categories of beverage containers: 1) glass containers that are not already deposit-refundable, such as wine and spirits bottles, and 2) multi-layer cardboard containers, such as milk and juice cartons. These containers will be deposit-refundable during a third phase that will come into effect on March 1, 2027.

However, the plan to deposit all plastic ready-to-drink beverage containers from 100 ml to 2 L remains. These will be from March 1 , 2025, which represents an addition of approximately 1.5 billion containers to the system. deposit-refund . The containers covered by this new deposit-refund are, for example, bottles of water, sparkling water, juice, milk and spirits.

As a targeted producer, you must comply with regulatory obligations.

1. New matters covered by the deposit-refund
As of March 1 , 2025, returnable beverage containers will be:

  • The new containers:
    • All ready-to-drink plastic beverage containers from 100 ml to 2 l that are not already returnable, such as bottles of water, sparkling water, juice, milk and spirits as well as other drinks.
  • Containers already returned remain:
    • The majority of beer and beverage containers soft drink made of plastic and glass.
    • All ready-to-drink aluminum beverage containers from 100 ml to 2 l.

Please note that the amount of the deposit-refund on plastic beverage containers is 10 cents.

2. Phase 2 concerns you: your obligations
Until now, the beverage containers you marketed were not subject to deposit-refund , and now you're wondering what to do? Here's how. First, you must become a member ofQBCRA, the designated management organization.

3. Steps – register!
To register, go to the Internet portal reserved exclusively for members by clicking on this link: Members

Registration deadline: January 15, 2025 

Important: When you register, you will need to provide a list of your products in the "Product Management" section of the portal. This information will be used to program the automated recycling machines that serve the area. By providing it to us, you ensure that your deposited beverage containers will be accepted and that citizens will receive a refund for the amount of the deposit-refund .
