Toward 2025 – Phase 2 of deposit-refund modernization

Montreal, February 17, 2025 – In preparation for the second phase of the deposit-refund system modernization, the Quebec Beverage Container Recovery Association (QBCRA)/Consignaction announces that a return site opened at 160 Maden Street in Salaberry-de-Valleyfield in Montérégie. Operating under the Consignaction+ banner, this return site equipped with new, high-performance, state-of-the-art equipment. Everything is in place to recover larger quantities of returnable beverage containers quickly and efficiently.

Consignaction+ return site

Exclusively reserved for the recovery of returnable beverage containers, thisConsignaction+ return site Consignaction+ the needs of a wide range of customers: citizens, industries, businesses, and institutions (ICI), on-site consumption establishments (ÉCSP), etc. This return site three services: 1) Single-item returns with automated collection machines; 2) Express Return allow customers to drop off a bag of unsorted containers; and 3) Bulk Return feature even more efficient equipment that can process hundreds of containers in a matter of minutes. In addition, citizens who wish to do so can receive their refund through the Consignaction mobile app. For single-item returns and Bulk Return, citizens can be reimbursed in cash or via secure electronic transfer, while for Express Return, reimbursement is by electronic transfer only, as the containers are sorted and counted in the following days. Staff are on site to provide customer service. Hours of operation are: Mondays, Tuesdays, Wednesdays, Saturdays, and Sundays from 8 a.m. to 6 p.m., and Thursdays and Fridays from 8 a.m. to 7 p.m.

 

A hybrid network of return sites

By March1,2025, the network of return sites will number at least 1,200 in Quebec. With the modernization of the deposit-refund system, the network is being transformed. It is evolving from a retailer-based return model to a hybrid model including Consignaction and Consignaction+ banners, reserved exclusively for the return of returnable beverage containers, as well as Zone Consignaction return points at participating retailers. This change is designed to handle the anticipated high volumes and achieve the target of a 90% recovery rate by 2032.

 

Phase 2 : Expansion of deposit-refund to include plastic beverage containers

On March 1 , 2025, as part of the second phase of the enlargement of the deposit-refund , all plastic ready-to-drink beverage containers, from 100 ml to 2 l, will be deposit-returnable, such as water, sparkling water and juice bottles. In total, 1.5 billion plastic bottles will be subject to the deposit-refund . Let us recall that the government has postponed the expansion of the deposit-refund targeting two categories of beverage containers: 1) glass containers that are not already deposit-refundable, such as wine and spirits bottles, and 2) multi-layer cardboard containers, such as milk and juice cartons. These containers will be deposit-refundable during a third phase that will take effect on March 1, 2027.

Consignaction is the official brand used to promote the activities of the Quebec Beverage Container Recycling Association (QBCRA) to the general public and stakeholders.QBCRA the designated management organization responsible for developing, implementing, financing, and managing the deposit-refund system based on the principle of Extended Producer Responsibility (EPR).
