Deposit-refund modernization and expansion

A Consignaction+ return site opens in Quebec City (Capitale-Nationale)

Montreal, October 13, 2026 – As part of the modernization and expansion of the deposit-refund system, the Quebec Beverage Container Recycling Association (QBCRA)/Consignaction announces the opening of a new Consignaction+ return site at 989 Pierre-Bertrand Boulevard (Des Rivières borough) in Quebec City, in the Capitale-Nationale administrative region. This return site is equipped with state-of-the-art equipment. Everything is in place to quickly and efficiently recover larger quantities of redeemable beverage containers.

“QBCRA/Consignaction is now offering an enhanced user experience for the return of redeemable beverage containers,” said Jean-François Lefort, Vice President of Strategy at QBCRA/Consignaction. “This return-site model brings innovation to the customer experience and is inspired by best practices.”

Consignaction+ Return Site
Dedicated exclusively to the collection of returnable beverage containers, this Consignaction+ return site serves a wide range of customers: residents, industries, businesses, institutions, on-site consumption establishments, and more.

The site offers several services:

  1. Single-Unit Return;
  2. Express Return, which allows people to drop off a bag of unsorted containers and
  3. Bulk Return, which uses even more efficient equipment capable of handling hundreds of containers in just a few minutes.

Consignaction mobile app
Another new feature is the ability for users to receive their refund through the Consignaction mobile app. When making Single-Unit Returns and Bulk Returns, users can receive a refund in cash or via secure electronic means, while those who choose Express Return are offered electronic refunds only, since the containers are sorted and counted in the days following drop-off.

On-site customer service
Return site advisors are available to help residents return their containers on Mondays, Tuesdays, Wednesdays, Saturdays, and Sundays from 8 a.m. to 6 p.m., and on Thursdays and Fridays from 8 a.m. to 7 p.m.

A hybrid network of return sites
There are now a few thousand return sites across Quebec where people can return their redeemable beverage containers. Since 2024, the network has evolved from a “return-to-retailer” model to a hybrid model that includes sites under the Consignaction and Consignaction+ banners—dedicated exclusively to the return of redeemable beverage containers—as well as Zone Consignaction return points at participating retailers. This change, resulting from the modernization of the deposit-refund system, enables the quick and efficient processing of larger volumes of containers with the goal of achieving a 90% recovery rate by 2032.

Phase 2: Expansion of the deposit-refund system to include plastic beverage containers
Since March 1, 2025, all ready-to-drink plastic beverage containers ranging in size from 100 mL to 2 L have been fully integrated into the deposit-refund system. Plastic bottles for water, sparkling water, juice, sports drinks, milk, and spirits are now redeemable, bringing the total number of plastic bottles subject to the deposit-refund system to approximately 1.5 billion.

The government has postponed the expansion of the deposit-refund program for two categories of containers: 1) glass containers that are not yet eligible for a refund, such as wine and spirits bottles; and 2) multilayer cardboard containers, such as milk and juice cartons. These containers will become eligible for a refund as part of a third phase, which will take effect on March 1, 2027.

Consignaction and the Quebec Beverage Container Recycling Association (QBCRA)
Since 2001, programs bearing the Consignaction name have promoted beverage container recovery to citizens and businesses. Consignaction is the official emblem used to promote the QBCRA’s activities to the public and stakeholders. The QBCRA is the designated management body responsible for the development, implementation, financing, and management of the modernized deposit-refund system, in accordance with the principle of extended producer responsibility (EPR). Its members are the various beverage producers involved in the recovery, reuse, recycling, and reclamation of beverage containers in Quebec. For more information, visit www.consignaction.ca.
