A Consignaction return site opens in Laval (Laval)
Montreal, April 17, 2026 – As part of the modernization and expansion of the deposit-refund system, the Quebec Beverage Container Recycling Association (QBCRA)/Consignaction announces the opening of a new Consignaction return site at 1245 montée du Moulin (Galeries du Moulin) in the Saint François neighborhood of Laval, in the Laval administrative region. It is equipped with state-of-the-art equipment. Everything is in place to recover larger quantities of redeemable beverage containers quickly and efficiently.

Consignaction return site
This Consignaction-branded return site is dedicated exclusively to recovery of redeemable beverage containers and offers two services:
- Single-Unit Return via reverse vending machines and
- Express Return service, which allows people to drop off a bag of unsorted containers.
Consignaction mobile application
Another new feature is the ability for people to obtain their refund via the Consignaction mobile application. When making single-unit returns, users can be refunded in cash or by secure electronic means, while those using Express Return are offered electronic refunds only, since the containers are sorted and counted in the days following drop-off.
On-site customer service
The return advisors’ team is available to assist citizens in recovering their containers on Mondays, Tuesdays, Wednesdays, Saturdays and Sundays, from 8 a.m. to 6 p.m. and Thursdays and Fridays, from 8 a.m. to 7 p.m.
A hybrid network of return sites
There are now a few thousand return sites across Quebec where people can take their redeemable beverage containers. Since 2024, the network has evolved from a return-to-retailer model to a hybrid model including sites under the Consignaction and Consignaction+ banners, —dedicated exclusively to the return of redeemable beverage containers—as well as Zone Consignaction return points at participating retailers. This change stemming from the modernization of the deposit-refund system enables quick and efficient processing of larger volumes of containers with a view to achieving the target recovery rate of 90% by 2032.
Phase 2: Expansion of deposit-refund to include plastic beverage containers
Since March 1, 2025, all ready-to-drink plastic beverage containers of between 100 mL and 2 L have been fully integrated into the deposit-refund system. Water, sparkling water, juice, sports drink, milk and spirits plastic bottles are now redeemable, bringing the total number of plastic bottles subject to deposit-refund to approximately 1.5 billion.
The government has postponed expanded deposit-refund for two categories of containers: 1) glass containers that are not yet redeemable, such as bottles of wine and spirits; and 2) multi-layer carton containers, such as milk and juice cartons. These containers will become redeemable as part of a third phase, to take effect on March 1, 2027.
Consignaction and the Quebec Beverage Container Recycling Association (QBCRA)
Since 2001, programs branded with the Consignaction name have promoted beverage-container recovery to citizens and companies. Consignaction is the official emblem for promoting the activities of the QBCRA to the public and stakeholders. The QBCRA is the designated management body (DMB) for the development, implementation, financing and management of the modernized deposit-refund system, in line with the principle of extended producer responsibility (EPR).
