Toward 2025 – Phase 2 of deposit-refund modernization
Consignaction: opening of a return site in Saint-Jean-sur-Richelieu (Montérégie)
Montreal, October 7, 2024 - In preparation for the second phase of the modernization of the deposit-refund system, the Quebec Beverage Container Recycling Association (QBCRA)/Consignaction announces that return site opened its doors today at 1005, boulevard du Séminaire Nord, local 8, in Saint-Jean-sur-Richelieu, Montérégie. Under the Consignaction banner, return site is equipped with state-of-the-art, high-performance equipment. Everything is in place to recover larger quantities of redeemable beverage containers quickly and efficiently.
“The QBCRA/Consignaction is now offering an upgraded user experience for returns of redeemable beverage containers,” said Maryse Taupier, Senior Operations Director, QBCRA/Consignaction. “This return-site model delivers customer-experience innovation and is inspired by best practices.”
Consignaction return site
Dedicated exclusively to the recovery of returnable beverage containers, return site Consignaction offers two services: 1) Return by the unit with automated recovery machines, or 2) Express Return, which lets you drop off a bag of unsorted containers. Another new feature is that citizens can receive their refunds via the Consignaction mobile application. For the Single Return, citizens can be reimbursed in cash or by secure electronic means, while for the Express Return, reimbursement is by electronic means only, as the containers are sorted and counted in the following days. Staff are on hand to provide customer service. Opening hours: Mondays, Tuesdays, Wednesdays, Saturdays and Sundays, 8 a.m. to 6 p.m.; Thursdays and Fridays, 8 a.m. to 7 p.m.
Expansion of deposit-refund to include new containers
Once Phase 2 of deposit-refund modernization is launched on March 1, 2025, new types of containers will be added, including bottles of wine and spirits as well as water bottles, as will an additional material: multi-layer carton. In all, 5 billion beverage containers will become redeemable. The new network of return sites will have the capacity to process the expected large volumes, and will consist of some 400 Consignaction or Consignaction+ sites by 2026.

Since 2001, programs branded with the Consignaction name have promoted beverage-container recovery to citizens and companies. Consignaction is the official emblem for promoting the activities of the QBCRA to the public and stakeholders. The QBCRA is the designated management body (DMB) for the development, implementation, financing and management of the modernized deposit-refund system, in line with the principle of extended producer responsibility (EPR).
