Deposit-refund on wine bottles and multilayer carton postponed to 2027
The Quebec government has announced the postponement of the deposit-refund on glass and multi-layer carton beverage containers, such as wine, spirits and cider bottles and milk and juice cartons, which was due to come into force on March 1, 2025.
However, the plan to deposit all plastic ready-to-drink beverage containers from 100 ml to 2 l remains in place. These will be subject to the new system from March1, 2025, adding some 1.5 billion containers to the deposit-refund system. The containers targeted by this new deposit-refund are, for example, water, carbonated water and juice bottles, as well as other beverages such as milk and spirits.
"For several months, Consignaction has been mobilizing considerable resources to support this major transformation. This additional time will enable us to consolidate the collection network, accelerate the rollout of return sites Consignaction and Consignaction+ and, hopefully, finalize the crucial agreements with retailers, a key element in ensuring the success of deposit-refund in Quebec," said Normand Bisson, President and CEO of the QBCRA.
